Dawson County is strategically located 40 miles north of Atlanta, Georgia along the rapidly developing Georgia 400 corridor. Dawson County is home to approximately 27,000 residents. Its major commercial center is located along Georgia 400 with a smaller node in historic downtown Dawsonville.

The Development Authority of Dawson County (DADC) is seeking proposals from qualified professional firms to develop an Economic Development Plan for the County. This comprehensive Economic Development Plan will serve as a guide for smart growth, development, and provide implementation strategies for Dawson County. The Plan should include, at minimum, the following elements:

• Recommendations for future placement of infrastructure
• Plans for Industrial, Commercial, and Retail Marketing
• Recommendations for placement/location for future industrial/commercial use
• Recommendations for formalizing incentive packages for retail, commercial, and industrial development
• Recommendations for future use of large retail establishments that downsize or close due to changing economic/retail market forces
• Plans for housing options
o Identification of existing gaps in housing throughout county
o Recommendations for placement/location of new housing options
• Identification of public and private partnership opportunities and investment
• Identification of open space and plans for acquisition/development of open space
• Plans for community engagement for all projects

Proposal Content
Responses to this RFP should include:

Firm Qualifications
• Description of the firm, including legal structure, areas of expertise and address of the office that will manage any work performed for the DADC.
• Description of other projects undertaken by your firm that demonstrate relevant experience.
• Key staff resumes, relevant experience, including any sub-consultants, interns, etc., and include allocation of staff time for this project.
• Three references for related work
• Attach example plans or reports prepared by staff proposed to develop the Economic Development Plan for the DADC. These examples should demonstrate the ability to do similar work and to present results in a clear, concise, easy-to-understand writing style.

Project Scope
• Detailed understanding of the scope and approach to the project
• A process for communicating with DADC
• A stakeholder and public involvement plan
• A budget outline
• A timeline for status reports, draft reports, hard copy and electronic delivery

Evaluation Criteria
Responses to this proposal will be evaluated on the following criteria:
• Qualifications/experience of consultant
• Demonstrated knowledge of economic development principals and trends
• Quality of previous work
• Suitability of proposed work plan
• Ability to meet project completion date

The proposed timeline for this project is as follows:
• Request for Proposals: October 14, 2019
• Deadline for Proposal Submission: November 11, 2019
• Consultant Hired: December 1, 2019
• Project Start Date: January 2, 2020
• Project Completion Date: December 31, 2020

There is no page limit for the proposals. Three bound copies of the proposal and an electronic copy (pdf) of the proposal should be received no later than November 11, 2019 at:
